UK PM Starmer Plans to Cut Migration, Reform Visa System
Keir Starmer, the UK’s Prime Minister, has unveiled new measures to curb net migration and reform the country’s points-based immigration system. Speaking at a press event, he highlighted the importance of focusing on training domestic workers to minimize dependence on foreign labor. This announcement follows the release of data showing net migration reaching an unprecedented 906,000 by June 2023.
Starmer attributed this surge to ineffective policies under the previous Conservative administration, criticizing their handling of migration post-Brexit. He argued that Brexit policies were exploited to implement an “open borders” approach, which he deemed a significant misstep.
Immigration Reform Measures
The Prime Minister detailed his plans to revise visa routes under the existing points-based framework, first established in 2021. This system evaluates applicants based on their skills and qualifications. His proposed changes will primarily address industries overly reliant on immigration, urging businesses to prioritize local workforce development.

He announced stricter conditions for the skilled worker and shortage occupation visa categories, requiring companies to demonstrate efforts to train British workers. Non-compliant businesses could face restrictions on hiring from overseas.
Recent data from the Office for National Statistics (ONS) revealed the highest-ever net migration figure for June 2023, driven partly by enhanced tracking methods and increased issuance of Ukraine visas. However, by June 2024, net migration declined to 728,000, largely due to fewer family members accompanying international students after policy revisions.
