Immigration Updates: Canada introduces new language test for immigrants

Immigration Updates: The IRCC has approved a new language test for those applying for immigration under the economic class. By mid-2023, the IRCC expects testing to be in place. Currently, there are only four designated organizations: TEF and TCF for French, IELTS, and CELPIP for English.

Economic class immigration programs

Admission to most economic class immigration programs (Immigration Updates) in Canada requires candidates to pass the English or French language test.

According to a study executed by the Government of Canada, a person’s ability to combine into Canadian society and economy is largely determined by their language skills.

Since they are admitted to Canada for social and humanitarian reasons, immigrants in the family and refugee classes are exempted from taking the language test.

Ages of 18 and 54 must

Individuals between the ages of 18 and 54 must prove their ability in English or French to obtain Canadian citizenship. They can prove their language skills by other means which are approved by IRCC or by presenting the results of the language test.

According to a memorandum, in the coming 12 months, IRCC will explore possible ambitions and enhancements. Implementation of these reforms is expected to increase the number of organizations curious in the designation. IRCC is currently free to enter into as many contractual agreements and potential language testing providers as they wish.

The departmental functions and duties associated with language examinations are not yet clearly defined and have implications for both policy and governance. The language tag team of the Immigration Branch at IRCC must balance file administration tasks with promoting new policy priorities.

One-to-seven scale

Participants in the CEFR test obtain their scores on an alphabetical scale rather of a one-to-seven scale: A1, A2, B1, B2, C1, and C2. To guarantee that all accepted language test constructions are similar in degree of difficulty and purpose of the test, the letter states that additional research at CLB levels is necessary.

The memo indicated increased pressure on French designated institutions to develop their testing capabilities, as well as increased interest from new French testing companies seeking the designation.
