The Chamber of Commerce of Metropolitan Montreal has been a vocal advocate for Quebec to raise its immigration threshold to a minimum of 60,000 by 2027, a position it has maintained since 2016. This target, according to board president Michel Leblanc, is not just an aspirational goal, but a foundational step that Quebec should build upon over time.

Addressing Shortages and Challenges

Leblanc emphasizes that increasing immigration levels could play a crucial role in alleviating various challenges faced by Quebec, such as shortages in healthcare, education, and technology sectors. These shortages mirror similar issues across Canada, and the call for increased immigration is grounded in Quebec’s evolving population dynamics amid robust economic growth.

“As our economy gains structural momentum, our society grapples with a sustained rise in job vacancies across critical sectors like healthcare, education, and high-tech fields,” Leblanc states.

Currently, Quebec’s official annual immigration threshold stands at 50,000. This number was positioned as the maximum viable limit by Premier Francois Legault during his 2022 election campaign, driven by the importance of preserving the French language in the province.

However, Quebec’s stance diverges from the federal government’s 2023-2025 Immigration Levels Plan, which allows the province to admit 106,950 immigrants in the upcoming year. Quebec, notably, is opting not to meet this quota. In November 2022, Quebec’s immigration minister, Christine Fréchette, clarified that the province determines its own immigration targets and will maintain its limit of 50,000 new permanent residents. This decision accounts for Quebec’s ability to provide French-language services and integration support.

Language Proficiency and Comprehensive Approach

In a counterproposal to Premier Legault’s emphasis on French proficiency, Leblanc champions a comprehensive immigration approach. He not only stresses the importance of attracting individuals aligned with the province’s needs in various regions but also calls for a government strategy to address the housing crisis.

Recommendations for the Future

The Chamber of Commerce presents a set of six recommendations, including elevating the immigration target to 60,000. Other suggestions encompass defining Quebec’s integration capacity, reducing wait times for permanent residency applications, sustaining continuous intake through the Quebec Experience Program (PEQ), bolstering skilled immigration in the construction sector, revitalizing housing availability, and fostering collaboration with the francization support network and business community to enhance French-language services for newcomers.
