Immigration, Refugees, and Citizenship Canada (IRCC) has introduced a new method for calculating processing times. They now publish forward-looking processing times online to help applicants predict how long it will take to process their applications1.

These updated processing times apply to several high-volume immigration programs, including:
- Canadian Experience Class (Express Entry)
- Provincial Nominees Program (Express Entry and non-Express Entry)
- Federal Skilled Workers (Express Entry)
- Quebec Skilled Workers
- Citizenship grants
- Citizenship certificate (proof of citizenship)
- Spouse or common-law partner living inside Canada
- Spouse, common-law, or conjugal partner living outside Canada
- Parents or grandparents

Background and Recommendations:
The change in how processing times are calculated was prompted by a report from the Office of the Auditor General last October. The report highlighted the need for improved communication regarding application processing times.
Specifically, the report recommended that online information on processing times should be provided for all permanent residence (PR) applications, considering the volume and age of applications already in inventory.

Service Standards:
IRCC’s service standards represent the duration they consider appropriate for rendering a final decision on an application.
These standards vary based on the application type:
- Spousal sponsorship applications are expected to be processed within 12 months.
- Permanent residence applications through an Express Entry program should ideally be completed within 6 months23.
