Germany’s 2024 Immigration Reforms: Easier For Foreign Workers

Germany is set to implement significant changes to its immigration policies in 2024, focusing on attracting skilled workers while making it more challenging for asylum seekers. The reforms include the introduction of a points-based system for skilled workers, where language proficiency and professional experience play a key role. Qualified immigrants can obtain one-year visas to search for jobs.

The EU Blue Card will be expanded to cover regions facing labor shortages, allowing foreigners from outside the EU to work in Germany and stay for up to three years while awaiting eligibility approval. The Skilled Immigration Act will also introduce flexible provisions to align foreign training with German qualifications, allowing individuals to work part-time during a three-year training period.

Recognition of foreign qualifications will now allow skilled workers to start working directly, with a stay of up to three years, provided they have a two-year professional qualification and a minimum A2 level proficiency in German. Family reunification processes for skilled workers will be simplified, with eased requirements for spouses, children, parents, or parents-in-law.

Opportunity Card

An “opportunity card” based on a points system will be introduced, offering individuals with equivalent foreign qualifications a one-year employment opportunity in Germany, with the option to extend for two additional years. Chancellor Olaf Scholz has expressed support for deportations of rejected asylum applicants, with the Repatriation Reform Act streamlining the deportation process.

Key changes for asylum seekers include ending advance declarations of deportation, extending asylum detention to 28 days, increased police powers, and faster deportations for individuals suspected of criminal activities. Negotiations with various countries aim to designate them as “safe countries of origin” to expedite the return of individuals. Efforts to process asylum applications more quickly are underway, with reduced benefits and delayed welfare payments. Card-based systems are being implemented in various cities to prevent abuse of benefits.
