Canada is set to initiate a groundbreaking citizenship path for undocumented immigrants, as announced by Marc Miller, the Immigration Minister. The program aims to establish a comprehensive framework facilitating the application process for permanent residency for a substantial number of undocumented individuals. This initiative aligns with Canada’s ambitious immigration goals, targeting the welcoming of 500,000 immigrants annually by 2025, thereby contributing significantly to the nation’s economic growth.

The existing population of Canada reportedly includes an estimated 300,000 to 600,000 individuals without valid documentation, exposing them to the risk of deportation due to their lack of formal status. The proposed program extends its reach beyond those who initially entered without proper documentation, encompassing individuals who legally arrived as temporary workers or international students and chose to stay beyond their visa expiration.

However, Minister Miller emphasized that the program won’t be accessible to all undocumented individuals, particularly those who recently entered the country. The anticipated proposal outlining the regularization process for undocumented immigrants is expected to be presented to the cabinet in the upcoming spring.

Addressing Immigration Challenges: Navigating the Path Forward

This announcement unfolds amid housing challenges and elevated inflation rates. Despite economic concerns, the government has chosen to maintain current immigration targets for the next two years. From 2026 onward, there will be a pause in the incremental increase in immigration, with Canada aiming for 465,000 new residents in 2023, 485,000 in 2024, and the targeted milestone of 500,000 in 2025—a level intended to be sustained in 2026.
