Germany Approves Immigration Law to Attract Skilled Workers
The German parliament recently approved a new immigration law aimed at addressing the country’s labor shortage and attracting skilled workers. The law received strong support from the governing center-left SPD, the liberal FDP, and the Greens, with 388 votes in favor, while 234 lawmakers voted against it, and 31 abstained.

Interior Minister Nancy Faeser, while presenting the government’s plan, emphasized the significance of the draft law in securing prosperity in Germany. However, she also acknowledged that dismantling bureaucratic hurdles during implementation would be crucial for its success. Faeser highlighted the shortage of skilled labor as a major obstacle to economic growth in Germany, describing the legislation as a significant step for the future of the country.
On the other hand, a conservative parliamentary bloc consisting of the opposition CDU and its Bavarian CSU sister party opposed the law, expressing concerns that it could lead to an influx of unskilled labor. The far-right AfD party also voted against it.
The new immigration law incorporates a points-based system that reduces entry barriers for applicants based on their professional qualifications, age, and language skills. This system aims to attract skilled individuals who can contribute to the German economy. The law is a response to the findings of a survey conducted by the Association of German Chambers of Commerce and Industry (DIHK), which revealed that over half of Germany’s companies were struggling to fill vacancies due to a lack of skilled workers.

Opportunity Card
Another notable aspect of the law is the introduction of the “opportunity card.” This card allows foreigners without a pre-arranged job to come to Germany for one year to seek employment. Eligibility for the opportunity card requires individuals to possess a vocational qualification or a university degree. The allocation of these cards will be based on specific criteria, such as language proficiency, connections to Germany, and the possibility of accompanying partners or spouses in the German labor market. The opportunity card also grants the flexibility to engage in part-time employment and probationary work.
Recognizing degrees obtained abroad has been a longstanding obstacle for immigration to Germany. The new law addresses this by no longer requiring skilled immigrants to have their degrees recognized if they can demonstrate at least two years of professional experience and a state-recognized degree from their country of origin. This allows individuals with job offers to start working in Germany while their degree recognition process is underway.
New Citizenship Law
Furthermore, the government is working on a new citizenship law that will facilitate dual citizenship for individuals from non-EU countries. The aim is to attract highly qualified individuals from around the world and provide them with long-term prospects in Germany.
Overall, the German immigration law overhaul seeks to alleviate the labor shortage by attracting skilled workers through a points-based system, introducing the opportunity card for job seekers, addressing degree recognition issues, and considering reforms to the citizenship law. These initiatives aim to strengthen the country’s economy and create a more welcoming environment for talented individuals from abroad.
