Canada Ends Visitor Visa Work Permit Policy Early Amidst New Reforms
Temporary residents in Canada holding visitor visas are no longer allowed to apply for work permits from within the country. This policy, originally introduced in August 2020 during the COVID-19 pandemic, aimed to help those who were unable to leave Canada due to border closures. The policy permitted visitors to apply for work permits without leaving the country and allowed those who had previously held work permits but were now on visitor status to work legally while awaiting decisions on their new applications.

Initially, this policy was set to expire on February 28, 2025, but it has now been ended earlier than planned. The Immigration, Refugees, and Citizenship Canada (IRCC) has cited the need to manage the number of temporary residents and maintain the integrity of the immigration system as reasons for this decision. However, applications submitted before August 28 under this policy will still be processed.

Visitor Visa Work Permit Policy
The early termination of this policy is partly due to concerns that some individuals were using it to mislead foreign nationals into unauthorized work in Canada.
Additionally, Canada has introduced broader changes to its Temporary Foreign Worker Program (TFWP). On August 26th, the government announced it would pause the processing of certain Labour Market Impact Assessment (LMIA) applications under the Low-Wage stream by September 26th, 2024, particularly in areas with an unemployment rate of 6% or higher. Other changes include limiting the number of foreign workers employers can hire under the TFWP to 10% of their total workforce and reducing the maximum term of employment for Low-Wage stream workers from two years to one.
